This is a new forum, currently has six new members. The site received 1,607 unique views last month and is steadily growing. Just limited activity. All you need to do is find a creative way to get these users to signup. I will host the boards for you if needed, price will include a month or two free hosting if needed.

IPB licence will be transfered to the new owner upon sale. This is a legal licence with IPB. Will verify if needed.
