This is the question that I think it's in the head of many dating site owners around the internet. I have came across many articles that I can say are a little bit too science-fiction. But there are a few points that I think is worth mention in here:

1) Give some kind of prize (not too expensive) to a few users. Put a sign: register and win a price very visible and colourful in your homepage.

2) Create Facebook & Twitter accounts , also videos on youtube can generate good traffic. This videos can be created like an advert to your dating site.

3) Hyper local advertise. Newspapers, radio or stick ads all over your town.

4) You can establish an affiliate and referral programs for your dating site.

5) Leave free the registration in the first months for all users, give all users ability to use all the features of the websites free of charge.

And of course, you can chose to advertise your dating site in networks like Google AdWords, Bing and many more available around the internet.
