As what the other two said, you need to make quality backlinks for your site through off page optimization and link building. From the latest rumor in SEO industry, Google PR seem to focus more on your quality backlinks and link popularity standing.

Really its very easy to get high ranking on google? Please give me some tips. I am submitting my site to different directories. Is it good practice to exchange link with directory sites? Many of them ask to insert their link in my site for priority review.
