The best technique is actually by practising it, do seo on your own site, see what result you get, refine your methods and try ranking a site for difficult keywords, if you can rank the site successfully, you are ready to be an SEO expert :)

If I could add to Temi's post - if you can repeat your methods in a sustainable fashion in indices with competition - then you are on the right road to being a practising SEO.

If you rank for your own name for example, you may not have demonstrated any SEO capability

You can get many books from net but it is not a theoretical subject that can be learned from books only.You can learn more from practice only.

Lots of free tutorials are available online, which you can refer. For the practice purpose, you could set up a website on a free domain such as wordpress or squidoo, and do all your experiments on it.
