With the many functions that now come with a digital camera, what will you say as a web-designer or a novice enthusiast is the essential things to look for in a camera and what should be the minimum requirement for a handy camera?

I'd say it it has optical zoom at least it can be a good start. The bigger the optical zoom is the better, it's much more accurate than the digital zoom.

first of all the no of mega pixels and the clarity of the image... and as Alex told, the optical zoom is very important

The problem with optical zoom is that it cost money
That hasn't changed from the time of old.
