you can look over and read some reviews at dpreview.com

Decide what you want from the camera, then find a make and model that fits the photography you want to do. Don't simply read reviews, go into a store and handle different makes. Some you'll like, others will not feel right.
Pretty much any big brand you get at a particular price bracket will compare well.

Cannon
I will go for Canon, definitely. They have cameras in all the price segments you want and the quality is very good.

I would specifically recommend you Canon G10 if you're looking for a full of features camera. You can compare picture quality with top Hasselblad models.
OR, if you want to take serious photographs, go for Nikon D40 with 18-55 lens kit.

I think everything depends on your needs and likes. You may like a DSRL or a compact camera. You may prefer faster shooting to recording options.
If you could add few more informations...

I don't think you'll get a good Nikon in your price range, so look at Cannon, but Samsung are making some really good cameras with high pixel rates too. I agree you should decide what you want the camera to do first. Then what else you need from it, only then find one that matches your requirements. A good photo shop will be much more helpful that an chain store! A camera is a very personal thing and, after all, it's you who has to carry it around for years! When you do buy it, play around and use it heavily for a while, really get to know it well and find the settings which suit you. Then you are bound to take excellent pictures!

I would suggest Canon or Nikon. It all depends on what kind of photos do you want to take (professional photos, or you need it for normal.. family photos)

My choice go for Canon, the price may seems to be high but the quality is not cheap.
