What is the best pay per click program aside google's adsense and yahoo's ypn,

You can also try adbrite for me it's the 2nd best PPC program

IMO none of them have the traffic to generate any kind of return for the effort (outside of Google and YPN)

MSN Microsoft Net Work has a good paid per click program. They have excellent telephone support. I called them one nite and fell in love with the rep.

They are in my opinion second to Yahoo but, I really don't like paid per click. If I simply must do such a thing, I'll go with MSN.
