This isn't my site but could be worthy of consideration as an SEO tactic. I edit a couple of pages on here.

Choose a topic for a site you run, add links put it on. Pages usually get to PR 3 at least. Once it's at PR3 you have an extra thing to offer people for exchanges on the same subject as yours.

Plus you can make a little money (although I haven't) as you can add 3 affiliate links to the pages you edit and if anyone advertises with them on the page you run they share.

Only problem is if the topic you want has been taken but not that many have.
