Does Dead links affect SEO? Will Search Engine penalize a site for having dead or broken links?

Broken links usually harm the rankings because the visitor will face with a 404 server response which does not strengthen the trust of a certain website regarding google.

if your site has any broken links you should incorporate and 301 redirect to help irradicate the issue Zoli pointed out, if another site linking to you has a broken a link maybe you can contact them and let them know.
