Default SLD (second level domains) locks you to a region

I noticed in my Google webmaster tool that one of my SLD (second level domain name) seem to have not way or designating the country I want it to target. I register the domain name www.temi.ro mainly for the fun of it, Google has set the Geographic target to Romania automatically even though I want to target UK and US without the option in GWT for me to change the target from Romania.

Has anyone ever hand similar experience? How did you get Google to change it ?
