I have outsourced SEO in the past, did not get satisfactory result so I do it my self this days, I even do SEO for a few other people.
I spend a few hundreds on buying links, the other aspect such as arranging link structure, internal linking and other on page stuff I do myself so that does not cost me money, just time.

I do it myself.. Never try SEO service provider..
