I read recently that if Google finds a load of new links for a new site which are all the same it can detect them as spam (which they are) so make sure the comments are unique and relatively to the blog or forum post your replying on. Google's getting very clever.

Links within articles are more powerful if the link is 'organic' that is it is contained within the text of the article and has its anchor on meaningful keywords. Resource boxes are fine but not as good as organic.

You can comment has much as you want, more backlinks for you that way. There is no limit, just don't spam. and there are many kinds of social book marking to use to complete the function. and the advantages about directories for submission is also important to creat quaility back link.
