What is the difference between onpage and offpage optimizations ?

On Page :
Optimize your site with navigation structure, title, meta, header tag, alt tag etc....

Off page :
Link building by directory submission, social bookmarking, article submission, forum posting, blog posting & commenting, press release and classified ads.

Both are important part of SEO.

On page is done for design a site and off page work for get backlinks for site.
