I have read somewhere that overuse of keywords is not a black hat techniques. is this right?

if your content is 600 words, you'll want to use the main keyword between 6-18 times, which is a keyword density of 1-3% (keyword density is the number of keywords divided by the total words of a document). Anything less than that won't be beneficial. More than a keyword density of 3% might seem like keyword stuffing, so try not to past a keyword density of 5%. Also be aware that you're not incorporating keywords for the search engines only, you're going to have people reading your content, so it's important that your keywords doesn't interfere with your message.

Yes keyword density matters for rank well in search engine.The preferred keyword density ratio varies from search engine to search engine. In general, I recommend using a keyword density ratio in the range of 2-6%.

Is excess use of keyword in content will be punished by search engine?

Keyword density is the most important role to get search engine results. So you should have basic ideas about keyword density in your content before use it.

yeah its matters in seo process we can used 4-5 % single in 100 words description.

Density is matter but if you are doing normal content without focusing black hat you shouldn't bother about it

Yeah it is very important I you are close to 10% then it is considered as spamming and this is surely not good...
