i would like to share some Penguin safe site optimization tips.
First of all either you penalized by Google penguin update or not generate a list of all sites placing a link back to your sit.
if the site is relevant to your niche at least (50% relevance) ignore but keep recorded and if thee site is not relevant to your niche request for Link removal

if you have exchanged a link to a 100% relevant site check where they other party placed your link.
if the page where your backlink is placed not linked in any category within main site request a link removal.
mostly link exchangers do in that way they place a link on a page not categorized within main site something like domain.com/links.php either the site is 100% relevant to your niche request a link removal.

Forum profile links only increase your link back count nothing and too many backlinks may penalize your website.

usually webmasters outsource Social Media campaigns do not get 100 Google plus one from a single worker. they will use proxy.

Those who outsource for content writing usually writer write article and send over to webmaster then webmaster publish them. i suggest ask them to join your site make them Editor on your blog for writers and ask them to publish if you review them before publishing ask them to draft after review notify them to publish.

Not sure how effective it is but seomoz stated that for Blogroll backlink prefer nulled URL.

if you update any of your page update description meta tag or keyword do not forget to ping that page there are a handsome number of pinging sites available free.

It's recommended for every webmaster to stay away from those terrible practices which are: black-hat SEO techniques such as keyword stuffing, cloaking, participating in link schemes, deliberate creation of duplicate content, and others.

This Penguin update is all about low quality of content and links. So make sure to post quality of content and work on social media sites

Yes I also faced google penalty, about 2 weeks earlier I had a general directory having backlink count around 100 from PR7+ sites and my directory got PR1 within few days but now it is PR0 and goggle toolbar is showing zero backlinks. I dont understand this even after my links are still there.

Isn't it just easier to stop playing the cat-mouse game and actually work on something that has value?

Your goal should be less in the context of "how do I build more links?" and more about "How can I reach as many people who might be interested in what I've got to say and keep on doing it as cost effective as I possibly can?". My thoughts only...

The search engines are also interested in Quality content,Navigation, Key word...to produce a good search result.
