Usage of diacritics - on page optimization ?

What do you think about it ? I am obviously talking about persons writing text on other languages than english, languages that use diacritics.

In ROmania there are some debates about their usage for SEO

I am completely clueless about this,is diacritics a translation tool?

Diacritics is marks such as an accent or a tilde that indicate the correct pronunciation of a letter or combination of letters which, without the mark, would be pronounced differently, such as the tilde in Spanish. Special characters are non-English letters, such as the eszett in German.
