All Semi Manually is the best most reliable way, What does semi manually mean ? It means you use a problem like robo forms which will fill in the data for you and then you do it your self , choosing the best directories etc.

Although i haven't done this in a very long time im sure its time i did again soon

even then when you are use these tools which are not fully automated , you have to submit some field manully .....

Well in my opinion Manual submissions should be considered over Automatic Submission, as many fields and categories differ from directory to directory and hence automatic submission will avoid such submission parameters. While in manual submission you can be sure that which category your link is submitted an also correct information is provided in all the fields mentioned.

I agree that manual submission is time consuming but gives you an assurance that your link is submitted with correct information to the directories.

i think it's better to submit site through manual submission.... you can be sure that the site will quality for the site :D
