yes designing a high quality website getting some good traffic and earning through adsense and selling advertising space to relevant niches
but designing and developing a website is different thing if you are good in PHP which is mostly used for web developing go through or you can learn some basics of CMS etc like wordpress vbulletin phpBB design themes and sell them

you can sell them through Marketplace forum here at webmaster serve

You can sell you web design in any template marketplace like templatemonster etc. However, it needs quite long time to build reputation for your design.
