OK, there are many definitions about Offshore and Onshore... I will try to be as accurate as possible.

ONSHORE, means that the servers are located at the United States.
OFFSHORE, means that the servers are located outside the USA, ex: Germany, Netherlands, Hong Kong.

That is why some companies are offering ONSHORE, USA HOSTING, and OFFSHORE Europe/asia/southamerica hosting.

Oftenly, offshore is linked to warez. Countries such as Germany, Netherlands, or Hong Kong City, have very poor laws against warez and copyrights infrigments or if they have laws against they are rarely applied. So warez webmasters host their sites in offshore accounts. THAT IS TO SAY::: OUTSIDE USA JURISDICTION.

Ofcourse not all offshore servers/ hostings are linked to warez or illegal activities. That will depend on the hosting company.

As an example of the offshore hosting I may name santrex.net which is known for providing all types of accounts and lower costs which are common for offshore companies.

Anarchist...Santrex is a cheap company, providing cheap hosting, because all they care is about money. Offshore doesnt mean its always cheap.

Yes, sure, but Just take in mind, that theres no 100% private customers information. Not in USA not in Hong Kong wich is considered the warez paradise.... If the datacenter or Hosting company gets a court oder you data will be given.... Offshore does not guarantee that your data will be 100% safe. You can ovoid BREIN, DMCA complaints, but never avoid a court order.

And yes, your international presence will be aprecciated by your clients.

Offshore Hosting Costs- According to me, one can’t cross sword with the fact that a large share of popularity of offshore web hosting rests on the fact that it is something that saves your money. If you talk about offshore web hosting, development, and design, it is usually 3-5 less compared to anywhere else.
