I think that if you are planning to resell vps, you will need a high-end server (as you should be able to install billing software and other applications your clients may want to use), so "cheap" can't be part of your project, though it's quite possible to get discounts on vps deals, say if you make an annual payment you may get 2 months for free in solidhost.com plans.
