I think if you have programming knowledge then you should try it.
But if you not have it you should try Dreamweaver.

You may ask what is Dreamweaver, its a software which will help you to build your website without knowing any coding.

I never use tools such as DW to create web pages for my important websites because they tend to insert unneeded markup and link backs to their products.
I'll recommend learning and doing the work manually (yourself).
You can start learning at W3Schools (as recommended above).
You'll need to learn HTML (of course) and CSS if you wish to style your web pages. If you want to make managing the website easier, go for PHP.
However, there are scripts which you can install such as Wordpress/Drupal/Joomla to make content management a breeze.Want To Learn About Search Engine Optimization? - Start Here.

In these days we have on the market very poor software for webmastering :( Actually there is Dreamweaver and that's it. Rest is more or less amateur solutions. You can use some free CMS, but all of them are weak. Wordpress is pretty good, stay away from Joomla.

Why do you say stay away from Joomla? I was working in web development company where we created extensions: plugins, components, modules for Joomla. And I have to say this CMS is pretty good and very easy in use.Wordpress is pretty good, stay away from Joomla.
