Microsoft and Yahoo advertising networks have always shared a common problem for a large number of publishers; they only targeted to US-based applicants.
However, pursuing similar geo-target goals, they joined forces three years ago under one name; Yahoo Bing Network,
I believe same restrictions are still in effect; only US-based publishers are accepted.

I haven't really had any experience with Bing Ads to be frank, I did use Google Adwords in the past when I was marketing some products which went quite well although it costs a lot more today for some of the same keywords, the competition on Google is so stiff but probably the returns are huge too, considering its the giant - GOOGLE! Maybe next time I have something to advertise I will look into Bing. Would be nice if someone with experience can share their story.
