By the way, there's no guarantee that your web page will rank for its keyword when advertised (URL and anchor text) on a link directory with a toolbar PR of 4.

Toolbar PR isn't fixed so most likely they're not going to keep their current PR value (0-10).
I doubt the contributors will waste his/her time to re-check each and every link directory from his/her list..

Although, at the time the member posted the list, s/he claimed it to be PR4 by replying to this thread.

Using Anchor Text Diversify

If your link has the same title it means (anchor text) in all the directories, Search Engine sees that link as spam. Always try to diversify your anchor text in some good ratio like 50%, 30%, 20% manner: It means 50% contain generic anchors like "Click here", "Read more", "Great Resource" etc, 30% contain a generic anchor and your domain.
