You're assuming he has the Yoast SEO plugin installed.

If you don't have Yoast SEO, you must create a robots.txt file manually and upload it at the root of your website using FTP/SFTP. WordPress has no default robots.txt file.

The other option is to install a plugin such as "Virtual Robots.txt" (sorry, I can't post links yet).
