You can speed up your WordPress blog by using the content delivery network (CDN). CDN will clone your site on their location node so that whenever a user request for your site, it will be retrieved from the nearest server location instead of the main data center. Besides, you can optimize your images by reducing the size and compressing the quality of the iamge. You can also increase the WordPress blog's speed by minifying the Javascript as well as the CSS file. Minifying means removing the double spaces, comments and etc from the CSS files tor educe the size. The W3 Total Cache plugin has a feature that allows you to minify the theme of your CSS file.

Using a caching plugin will definitely speed up your site. It is what I would do before looking into using a CDN.

You are right, these rules are also preferable for increasing blog performance -
    1. By selecting good host.
2.By using solid framework or themes.
    3.By using effective caching plugins.
4.By optimizing home page for fast loading.
5.By turning of pingbacks and trackbacks.
    6.By using Cloudflare.

These steps must be followed if you want to boost your blog performance.
