Google Panda is a change to Google's search results ranking algorithm that was first released in February 2011. The change aimed to lower the rank of "low-quality sites" or "thin sites", in particular "content farms", and return higher-quality sites near the top of the search results.

Google Panda Initial Release Date: February 23, 2011. The purpose of the Google Panda algorithm update was to reward high-quality websites and diminish the presence of low-quality websites in Google's organic search engine results. It also know as farmer update.

Early in 2011, Google launched Panda, a search results algorithm which filtered out websites with thin, low quality content. This was the start of a series of major quality control checks. Google Panda stripped search results pages (SERPs) of poorly constructed, spammy content, enabling higher quality websites to rise to the top.
The stated purpose of the Google Panda algorithm update was to reward high-quality websites and diminish the presence of low-quality websites in Google’s organic search engine results. It was also initially known as "Farmer." According to Google, Panda’s initial rollout over the course of several months affected up to 12 percent of English language search results.

Panda update was more about the quality of the content, people searching on google were getting good enough content that were helping them out. People were hit by the panda update if content was poorly written or was not valuable or copied from some other website.

Google post the Panda update focuses on the quality and valuable content, content with research, in depth analysis, etc are given the top priority

What is the Panda algorithm?
The Google Panda algorithm was first released in February 2011. The main aim of releasing this algorithm was to lower the rank of "low-quality sites" and return higher-quality sites near the top of search results. The original Panda algorithm was rollout in February 2011 and next effect went global in April 2011. The name "Panda" comes from Google "Navneet Panda", who developed the technology and implemented the algorithm. Panda algorithm was mainly designed to determine the low-quality pages. In a website according to low quality and high quality, it will determine the ranking. And through ranking only indexed pages get displayed. The high-quality pages rank well in the search engine and then low-quality pages. Factors that one must consider while dealing with a Google Panda algorithm. One of the important factors of Panda algorithm is duplicate content. Duplicate content can cause your website to be viewed as a low-quality site. The Google panda algorithm tends to impact those sites that are producing very low content- such as spammy guest posts or forums filled with spam. Don't delete your user-generated content, whether it is forums, blog, comments, or article contributions, simply because you heard it is "bad" or "marketed" as a "Panda proof" solution. In panda algorithm, Technical SEO does not play any important role. Panda looks just at the content and not things like whether you are using H1 tags or how quickly your page loads for users. Technical SEO can be a very important part of SEO and ranking in general, so it should not be ignored. It does not have any direct impact on Panda algorithm specifically.
