Web page hijacking is a form of search engine index spamming. It is done by creation a copy of a popular website which shows contents very similar to the original web pages. But it redirects you to the web that is unrelated to website. Web page hijacking is comes under black hat search engine optimization technique.

Webpage hijacking is mostly used back-hat technique , while many people don't know what they are doing and what's their effect in website. Some website designer company's while making or developing a website they copy any webpages that they need do some small changes in their site and also put all content as it is.

It is like selling the Gucci watches in cents from some Chinese websites. People are smarter these days but yes i have received many e-mail that has a little changed with name but similar design and concept like logo, etc, to fool around people. Must it be used by scammers for frauds?

Many times I get message in webmaster tool that display that Hacked with spam & URL injection? Is it also black hat SEO or one kind of harassment by hacker?

Simply put it is creating a site that duplicates the content of an existing site, and tricking search engines to think that the dupilcate one is original. Overall it is another form of spamming. Typically used in Black Hat SEO.
 
Page Hijacking in SEO means compromising the web pages in order to redirect users to a malicious web site or in other words, Page Hijacking is an illegal way of search engine optimization performed by spammers and hackers to regulate traffic to their page.
