Will economic down trend bost open source?

A top open source project CEO was quoted thus:

"The global economic crisis will provide a boost for open-source software"

This was Jim Whitehurst of RedHat Linux speaking, what do you think of this assertions, do you agree or disagree with him?

I am not sure he would be right, since I suppose the economic trend won't influence the user habits, but will offset the demand of the market regarding time. The immaterialized investments will delay a bit, but open source is not suiteable for everyone so it is not a perfect substitutional thing.

I think he is right Zoli, in the past companies have loads of money to waste hence they just go to Microsoft who help them wast the money, now IT directors will be giving their managers less money and asking for more, open source is the only way IT managers can make their budget go further.
